The Deputy Prime Minister and Minister of Infrastructure and Transport, Matteo Salvini, yesterday signed the decree that defines the characteristics and methods of installation of the alcohol lock. This is the device that prevents the vehicle from starting if a test detects an alcohol level higher than zero.

The new Highway Code, which has been in force since December 14, introduces aggravating circumstances for those who drive under the influence of alcohol.

The obligation applies in the case of a blood alcohol level exceeding 0.8 grams per liter, with a duration of two years from the return of the license if suspended between 6 and 12 months. For levels exceeding 1.5 grams per liter, the obligation extends to three years and concerns suspensions from one to two years.

How does alcohol lock work?

An alcolock is a breathalyzer built into the vehicle that prevents the engine from starting if the driver has alcohol in his breath.

The device complies with European regulations, includes start-up tracking, data storage and anti-tampering systems. The engine only starts with zero blood alcohol level.

Which vehicles are involved?

The measure concerns all categories of compatible vehicles, including private cars, commercial vehicles and buses.

Installation must be carried out by authorized workshops, with the release of certificates of conformity and declarations of correct installation. The devices are sealed and do not require changes to the vehicle registration document.

What are the costs, what are the sanctions?

The total cost varies between 1,500 and 2,000 euros, including the device, installation, certification and periodic calibrations. Additional costs are expected for disposable mouthpieces and maintenance.

Penalties for non-compliance or attempted evasion range from 158 to 638 euros, with suspension of the license from one to six months. In case of repeat offences or tampering, the penalties increase by a third.

What are the critical points of alcohol lock?

Industry operators highlight potential difficulties related to the high average age of the Italian car fleet, with over 22% of vehicles over 19 years old, which could limit installation.

Additional critical issues include the lack of direct checks by the Department of Motor Vehicles and the risk of false positives caused by drugs or mouthwashes.

The decree, however, is part of the government strategy to increase road safety, reduce deaths related to driving under the influence of alcohol and align with European standards on prevention.
