On May 15, restrictions on the export of chips imposed by President Biden's administration were to go into effect. Under them, the world was to be divided into three categories - depending on which basket a country was in, how many microprocessors could be imported there. They were to be because - as Bloomberg reported - Donald Trump intends to lift these rules. Such a decision could be officially announced on Thursday before the president flies to the Middle East .

Lobbying of companies, governments and the European Commission

Representatives of the governments of the countries covered by the limits, the European Commission and companies producing chips have been lobbying for such solutions almost since the beginning of the term. Nvidia, among others, had closed meetings with the US president on this matter.

"We believe this decision was a mistake. It could derail innovation and global economic growth," Rod Evans, Nvidia's vice president of supercomputing and artificial intelligence for EMEA, told WNP. He admitted that the company had hoped that "the United States would recognize that these restrictions are not the most productive course of action."

For Nvidia, the American restrictions were a potential threat to, among other things, European business . The company is trying to build, for example, an ecosystem of AI Factories on its components. Large machines - financed half by the EU and half by member states - are being built as the property of Euro HPC JU. This, in turn, is based in Luxembourg, which is in the second, limited basket of countries. If the restrictions were to remain, it would delay the project. Perhaps Euro HPC JU would turn to other suppliers. The total budget of the program is EUR 1.9 billion.

In a conversation with WNP, Deputy Prime Minister Krzysztof Gawkowski also admitted that our administration was pushing in this matter. - For Poland, finding itself in the basket of countries with limits on semiconductors is a very uncomfortable position, which means that we will have to think about obtaining these processors from other countries - he said.

Will individual negotiations be better for Poland than a top-down limit?

According to Bloomberg's sources , the repeal of the regulations introduced by Biden will not be relaxed towards China (the idea was to prevent the most advanced chips from reaching that country, in order to maintain the US competitive advantage in this area for as long as possible).

What in return? Instead of introducing a controversial division of the world, the Trump administration is to develop its own version of regulations. “ It will most likely focus on direct negotiations with countries such as the United Arab Emirates or Saudi Arabia,” the portal writes. Earlier, OpenAI, among others, appealed to the American administration for such solutions.

Is it better for Poland? That remains to be seen. Bilateral semiconductor agreements may be influenced by investment promises or other trade and diplomatic considerations. For example, the issue of digital tax, which was also recently commented on by US administration officials.

- We want European countries to abolish taxes on digital services that affect American companies - said US Finance Minister Scott Bessent at the end of April.

Meanwhile, Deputy Prime Minister and Minister of Digitization Krzysztof Gawkowski has been consistently talking about plans to introduce such a tax .
